Our Story

Bold and Polisner was founded in 1970 by the late Frederick Bold, Jr., a distinguished authority in water law and public agency representation for over five decades, and Jeffrey D. Polisner, who is now retired. Their partnership laid the foundation for a firm deeply rooted in public service and legal excellence.
Following Mr. Bold’s retirement in 1993, BPMNJ was formed, entering a new chapter of growth. Carl P.A. Nelson and Craig L. Judson, who joined the firm as associate attorneys in 1985 and 1987 respectively, became partners. That same year, the firm welcomed Robert B. Maddow, former General Counsel of the East Bay Municipal Utility District, to lead our water law and governmental agency practice.
Today, Craig L. Judson serves as BPMNJ’s Managing Shareholder, overseeing the Walnut Creek office and leading BPMNJ’s diversified practice.
In 2018, Craig’s son, Scott J. Judson, joined the firm after six years of practice in Sacramento. He established BPMNJ’s Sacramento office, where he focuses on estate planning, administration, and litigation, while also supporting civil litigation matters. The Sacramento office has since grown to include three attorneys, following the 2022 integration of Cecilia Tsang and Family Wealth Law Group into the BPMNJ family. This office continues to focus on trusts and estates.
BPMNJ also includes attorneys with well-established reputations in their respective fields, who bring expertise and depth to all of BPMNJ’s practices. These professionals enhance BPMNJ’s ability to serve clients across a broad spectrum of legal matters.
