Our law firm was formed in 1970 as a partnership of the late Frederick Bold, Jr. (a pre-eminent water law and public agency attorney for over 50 years) and Jeffrey D. Polisner (now retired).
Following Mr. Bold’s retirement in 1993, the firm expanded. Carl P.A. Nelson and Craig L. Judson (the firm’s then associate attorneys hired in 1985 and 1987, respectively) became partners, and welcomed Robert B. Maddow, formerly General Counsel of the East Bay Municipal Utility District, to become lead general counsel for our water law and governmental agency clients.
Carl P.A. Nelson continues to represent public agencies with an emphasis in water and waste water agencies, and has become an industry recognized general counsel.
Craig L. Judson, our managing partner, leads our trust and estate and civil litigation teams.
Sharon M. Nagle formally joined the firm in 2004 assisting both public and private clients in litigation and transactional activities.
Timothy J. Ryan joined us in 2016 focusing on the representation and defense of public entities in litigation.
J. Kevin Moore joined in 2017 providing 30 years of experience in construction defect and general liability (primarily insurance defense) litigation.
Kimberly L. Moore joined her husband, Kevin, at BPMNJ in 2018 to assist in general civil litigation cases on both the plaintiff and defense arenas.
In 2018, after six years of practice in Sacramento, Craig Judson‘s son, Scott J. Judson, joined the firm and helped open our Sacramento office; he focuses on estate planning, administration, and litigation, while also providing assistance with civil litigation matters.
In addition, over the years the firm has supplemented its resources with experienced independent attorneys who associate with us to bring a different level of expertise. Finally, our paralegals and support staff are dedicated to our clients and provide a valuable and supportive role in our cases.
